Nearly the same as Oregon, it has a mild climate and superior growing season, and areas where population density is low. There is that California factor too though, but overall definitely worth considering.
Wyoming
Hard winters, but very low population. Wyoming could be excellent if you can afford to develop a very well equipped sanctuary with protection from extreme cold and plenty of storage. Remember that a winter caused by a nuclear war or space object impact may last five years.
This list certainly gives you a few options available. However for most of us the final choice will be dictated by cost - meaning we should instead look for 2012 survival sanctuaries very near to where we live. However if you're properly prepared you may feel confident and secure even in less remote locations. Texas is so big that there are plenty of remote rural areas which you could get out of attention. In the hill nation the climate is mild and the growing season is longer. The downside is that most of the locals are armed on the teeth and don't take kindly to strangers.
Washington
A lot like Oregon, it has some sort of mild climate and superior growing season, and spots where population density is usually low.
