Yes, I submitted a proposal to NASA in a competition that outlined the feasibility of a global weather control system. We can actively control the weather, to include global warming, drought, even hurricanes.
Basically, by controlling the Sun's incident radiation with the Earth, small temperature change can create great influences upon the weather.
